The Master Coiler is a type of step jaw pliers.  These pliers make consistent sized loops in wire while minimizing marks on the wire.  Each of the 3 steps makes a different sized loop, allowing designers to make loop sizes consistently in their wire designs.

memory wire
Memory wire is a special kind of wire that is hardened into a round shape. The hardening process preserves the round shape and makes this wire excellent for beaded necklaces, bracelets and rings. "Memory" refers to the strong tendency of the wire to return to its original round shape, even after being stretched out.
